IMF Internal Meeting Predicts Greek 'Disaster', Threatens to Leave Troika

Today, 2nd April 2016, Me publishes the records of a 19 March 2016 teleconference between the top two IMF officials in charge of managing the Greek debt crisis - Poul Thomsen, the head of the IMF's European Department, and Delia Velkouleskou, the IMF Mission Chief for Greece.  The IMF anticipates a possible Greek default co-inciding with the United Kingdom's referendum on whether it should leave the European Union ('Brexit').
"This is going to be a disaster" remarks Velkouleskou in the meeting.
According to the internal discussion, the IMF is planning to tell Germany that it will abandon the Troika (composed of the IMF, European Commission and the European Central Bank) if the IMF and the Commission fail to reach an agreement on Greek debt relief.
Thomsen: "Look you, Mrs. Merkel, you face a question: you have to think about what is more costly, to go ahead without the IMF--would the Bundestag say 'The IMF is not on board?', or [to] pick the debt relief that we think that Greece needs in order to keep us on board?"
Remaining in the Troika seems an increasingly hard sell internally for the IMF, because non-European IMF creditor countries view the IMF's position on Greece as a violation of its policies elsewhere of not making loans to countries with unsustainable debts.
In August the IMF announced it would not participate in last year's €86 billion Greek bailout, which was covered by EU member states. IMF Chief Christine Lagarde stated at the time that the IMF's future participation was contingent on Greece receiving "significant debt relief" from creditors. Lagarde announced that a team would be sent to Greece, headed by Velkouleskou.
Thomsen said internally that the threat of an imminent financial catstrophe is needed to force the other players into a "decision point". For Germany, on debt relief, and In the case of Greece, to accept the IMF's austerity "measures," -- including raising taxes and cutting Greek pensions and working conditions. However the UK "Brexit" referendum in late June will paralyse European decision making at the critical moment.
"I am not going accept a package of small measures. I am not..." said Thomsen. "What is going to bring it all to a decision point? In the past there has been only one time when the decision has been made and then that was when [the Greeks] were about to run out of money seriously and to default. [...] And possibly this is what is going to happen again. In that case, it drags on until July, and clearly the Europeans are not going to have any discussions for a month before the Brexits..."
Last year Greek Finance Minister Tsakalotos accused the IMF of imposing "draconian measures," including on pension reform. While Velkouleskou concedes in the meeting that "What is interesting though is that [Greece] did give in... they did give a little bit on both the income tax reform and on the.... both on the tax credit and the supplementary pensions."
But Thomsen's view is that the Greeks "are not even getting close [to coming] around to accept[ing] our views."  Velkouleskou argues that "if [the Greek government] get pressured enough, they would... But they don't have any incentive and they know that the Commission is willing to compromise, so that is the problem."
Velkouleskou: "We went into this negotiation with the wrong strategy, because we negotiated with the Commission a minimal position and we cannot go further [whereas] the Commission is just starting from this one and is willing to go much further. So, that is the problem. We didn't negotiate with the Commission and then put to the Greeks something much worse, we put to the Greeks the minimum that we were willing to consider and now the Greeks are saying [that] we are not negotiating."
While the Commission insists on a Primary Government Budget Surplus (total tax minus all government expenditure excluding debt repayments) of 3.5%; the IMF thinks that this target should be set at 1.5% of GDP. As Thomsen puts it, "if [Greece] come around to give us 2.5% [of GDP in tax hikes and pension-wage-benefits cuts]... we should be fully behind them." -- meaning that the IMF would, in exchange for this fresh austerity package, support the reduction of the Primary Surplus Target imposed upon them from the 3.5% that the European Commission insists on to 1.5%.
These targets are described as "very crucial" to the IMF. The IMF officials ask Thomsen "to reinforce the message about the agreement on the 2.5%, because that is not permeating and it is not sinking very well with the Commission."
At one point, Velkouleskou refers to an unusual solution: to split the problem into two programs with two different targets: "The question is whether [the Europeans] could accept the medium term targets of the Commission, for the purposes of the program, and our targets for the purposes of debt relief." Thomsen further explains that "They essentially need to agree to make our targets the baseline and then have something in that they hope that will overperform. But if they don't, they will still disburse."

The EWG [Euro Working Group] needs to "take a stand on whether they believe our projections or the Commission's projections." The IMF's growth projections are the exact opposite of the Commission's. The Commission projects a GDP growth of 0.5%, and the IMF a GDP decline of 0.5% (even if Greece accepts all the measures imposed by the IMF).

WRAP: Stock investors have been a little jittery in the U.S. – where the strong dollar has monkeyed with first-quarter earnings – but elsewhere they can’t help buying, not when the central banks and governments of the world are throwing money at them. Japan’s Nikkei got through 28,000 for the first time in 15 years and Hong Kong’s Hang Seng has fully recovered from a biggish fall on Monday. Both markets are helped by easy monetary policy – the Bank of Japan’s heavy quantitative easing and new loosening measures from the People’s Bank of China – as well by explicit stock-buying actions from quasi-government agents such as Japan’s public pension funds. Similar gains are being seen in Europe, of course, where Greece’s virtual bankruptcy has done near nothing to upset the buying mood. With the Federal Reserve reluctant to increase rates while the dollar is so strong and the Bank of England pulling back from what had been a clear plan to tighten policy, equity investors are been driven into stocks in droves. JAPAN: The Nikkei surged above 20,000, led by buying in small-cap stocks, to reach a new 15-year high.
It’s (nearly) all about the support from monetary policy and public pension fund buying, with the Bank of Japan’s relentless quantitative easing and a change in policy at public pension funds to include equities in their portfolios steering trillions of yen into the stock market. To be sure, there are some other micro factors behind the Nikkei’s 15% gain this year: governance changes to encourage firms to pay dividends and boost shareholder value are making stocks more attractive, as are some of the earnings improvements enjoyed by local consumer goods producers as a result of the weaker yen, which makes foreign, imported goods more expensive. But policy is clearly helping, as it is elsewhere in Asia. The Hang Seng index, which by the end of Wednesday had fully recovered from a battering on Monday to again test the 28,000 level and show an 18% on the year, is clearly being driven by easier policy in China, following a reserve ratio requirement cut there. U.K.: Bank of England monetary policy committee voted unanimously in April to keep rates unchanged according to minutes.
The BOE’s policy setters opted for no change in the April meeting. But there was a subtle shift in their thinking – all of them now expect the next rate move to be up, while for two the decision was finely balanced about whether to call for an immediate increase. That doesn’t mean rates are going up anytime soon. A softer tone to the global economy and some signs the U.K. is cooling, alongside subdued inflation and no indication of wage pressures suggest the BOE can hold off tightening policy for some time yet. ITALY: February industrial orders rose 0.8% on the month and were up 2.0% on the year.
Italian industrial orders rebounded slightly from a sharp 3.7% monthly decline in January. Much of this was down to local strength, domestic orders rose 1.2% on the month against a 0.4% increase in foreign orders. The rebound in orders suggests healthier upturn in Italy’s economy, though there are global headwinds slowing the recovery. (AM)
YEMEN: A Saudi-led coalition said it was ending its month-long military operations against Yemeni rebels.
Saudi Arabia and its regional partners decided to end their air campaign against Yemen’s Iran-backed rebels with a view to letting diplomacy take over. That’s not to say a Yemeni solution is likely to be at hand. It’s the latest in a long running series of religion-based regional proxy wars between Saudi and Iran. But the latest move wind down the risks of a wider conflagration. For now. (AM)
INDONESIA: President Joko Widodo called for a new global economic order. Speaking at the Asian-African Summit in Jakarta before an audience that included the leaders of China and Japan, Mr. Widodo said the world could no longer be adequately served by the three international financial institutions – the International Monetary Fund, the World Bank and the Asian Development Bank.
Mr. Widodo’s comments went further than mere support for the China-backed Asian Infrastructure Investment Bank – which has attracted support around the world but pushback from Washington. It was a challenge to U.S. hegemony in general, as well as an airing of concerns that a dollar-centric world has become a liability for developing nations. This comes amid giant money flows set forth by quantitative easing policies unleashed by the world’s biggest central banks and fears that when the Fed raises rates, those dollar-based flows could quickly reverse and destabilize emerging markets.
U.S.: Federal Reserve Bank of Boston President Eric Rosengren said the strength of the dollar could lead the Fed to postpone its rate increase intentions.
Mr. Rosengren is one of the more dovish Fed officials and not a voting member of the Federal Open Market Committee this year. Nonetheless, his remarks, made in an interview with The Wall Street Journal, do suggest that the dollar has become a preoccupation for the Fed. This comes as it prepares for another meeting next week and is tries to tease out the causes of last quarter’s soft economic data over which it has no control, such as a cold winter, from those over which it has direct influence, such as the strong dollar. EUNAVFOR MED - Operation SOPHIA" - Six Monthly Report: June, 22nd to December, 31st 2015

Today, 17 February 2016, WikiLeaks is releasing the classified report about the first six month of Operation SOPHIA, the EU military intervention against "refugee boats" in Libya and the Mediterranean.



The report, dated 29 January 2016, is written by the Operation Commander, Rear Admiral Enrico Credendino of the Italian Navy, for the European Union Military Committee and the Political and Security Committee of the EU. It gives refugee flow statistics and outlines the performed and planned operation phases (1, 2A, 2B and 3), the corresponding activities of the joint EU forces operating in the Mediterranean and the future strategies for the operation.
One of the main elements within the report is the planned, but still pending transition from Phase 2A (operating in High Seas) to Phase 2B (operating in Libyan Territorial Waters) due to the volatile government situation in Libya, where the building of a 'Government of National Accord' (GNA) is still under way.
The report presses the responsible EU bodies to help speed up the process of forming a 'reliable' government in Libya that in return is expected to 'invite' EU forces to operate within their Territorial Waters (Phase 2B) and later even give permission to extend the EU military operations onshore (phase 3).

In the last month there have been half a dozen high level meetings between EU and US officials (including with US Secretary of State John Kerry in Rome) as it is claimed by the US military that upto 5,000 Islamic State fighters have taken control over parts of the Libyan coast. Serious pressure has been placed on Libya's major power groupings to speed up the completion of the GNA and 'invite' Western forces. A GNA invititation was expected in January. Libyan press has reported that US, UK and French special forces have already arrived (there is no public admission by the Western countries). Within europe, Italy and the UK have been the driving forces behind the military intervention.

On March 16, 2016 launched a searchable archive for 30,322 emails & email attachments sent to and from Hillary Clinton's private email server while she was Secretary of State. The 50,547 pages of documents span from 30 June 2010 to 12 August 2014. 7,570 of the documents were sent by Hillary Clinton. The emails were made available in the form of thousands of PDFs by the US State Department as a result of a Freedom of Information Act request. The final PDFs were made available on February 29, 2016.
